Joanne was the daughter of Susan Delgado, the robbery and murder victim in "Home Is Where the Heart Stops".

Detective Beckett saw much of herself in Joanne, and did her utmost to keep the younger woman apprised of every piece of progress and break in the case.

Unusually, she even gave Joanne her private contact details, inviting her to call if she ever felt like it, although, in the series to the end of Season 5, there has been no follow-up.
